The Little Tramp meets a poor, blind flower girl and is instantly smitten. The girl mistakenly thinks he is a millionaire. Not wanting to disappoint her, he keeps up the appearance of the wealthy man while trying to raise money for her operation.

City Lights concludes with one of the most famous final scenes in film history, in which the flower girl realizes who her benefactor is. The film is both so touching and funny that it was included in a list of the 100 best American films of the American Film Institute in 1998.
